The request is in unison with President Obama's proclamation, which requires all flags be lowered as a sign of respect for Libyan U.S. Ambassador John Stevens.
Stevens and three other americans, were killed in an attack on the U.S. Embassy in Benghazi Tuesday.
The attack follows the recent controversy over a U.S. anti-Muslim film.
But U.S. leaders believe the attack was planned to overlap the 9/11 anniversary.
Flags are being kept at half-staff to also honor astronaut Neil Armstrong.
