Beyond ice jams, there is another potential problem relating to the North Platte River.
The river basin's Novermber report shows the reservoir levels, ownership and storage amounts, are below average.
The monthly report is issued by the U.S. Bureau of Reclamation Office in Mills, Wyoming.
Ownership in the North Platte Project stands at 39% of the 30 year average.
At the end of November last year the project ownership was more than twice that.
The inland lakes storage ranges from 56% in Lake Minatare to 132% in Lake Winters Creek.
