Nebraska bill would end rapists' parental rights

A Nebraska state senator has proposed a bill that would strip men of all parental rights in cases in which they impregnated the child's mother while sexually assaulting her.

Sen. Bill Avery of Lincoln introduced legislation Monday that would allow the man to keep his parental rights only if the mother gives her consent and a judge deems it in the child's best interest.

Avery says he introduced the measure after learning about the case of an Illinois woman who contends she was raped in college. The man she accused of sexually assaulting her later tried, unsuccessfully, to gain custody of the child.

Avery says he's unaware of any such cases in Nebraska, but he's introducing the bill as a preemptive measure.
