Nebraska Senator Mike Johanns isn't opposed to any legislation that would raise the debt ceiling, but he says such a circumstance needs to be matched with spending cuts.
He says the ceiling has been raised four times since he has been a Senator and he's only voted for it once, because it supported dollar for dollar cuts.
Johanns says Congress should be focus on spending cuts first.
"I do believe that there's a growing feeling that if this is the only cuts we can get then we need to live with them and there are a lot of people I think are feeling that way," says Johanns.
Johanns says many members of Congress support budget cuts, but disagree on just where those cuts should come from.
