Man who posted video of Sidney Police officer's rant speaks

A Youtube video clip of a Sidney police officer swearing at a citizen is getting a lot of attention.

Our Anndrea Anderson tells us why the Sidney man who shot the video felt the need to record the exchange in the first place.

More than 29,000 people have viewed this video, of a Sidney police officer throwing papers and yelling expletives at a citizen.

That citizen is Stephen Bell.
"This isn't the first time that this has happened to me, this just happened to be the first time I has a video recording of it."
So the looming question is: why?

Why did Stephen Bell record the video, and why did he decide to post it online?
"They're a public servant and they should be held accountable for what they do wrong. When this officer did what he did to me, I figured it was a point in time where something needs to be done."
The Sidney Police Department has not responded to our request for comment.
"Other than saying the matter is 'being looked into' the police chief here at the Sidney Police Department says he has 'no comment' on the video."
But thousands of comments have been flooding in from people who've viewed it online.
"The way officer Tobler reacted I think it really messed everything up, it wasn't a good reaction on his part. He's a great guy he obviously just lost his cool," said Potter resident Tevin Kneival.
Something Bell says is inexcusable.

Stephen bell says all he wants is to be left alone by the Sidney police department, and hopes an agreement can be reached to avoid any legal action.
