Heated talks on contract change orders tops commissioner meeting

Scottsbluff County Commissioners are looking to dispute contract changes with an Omaha architect when it comes to building the new bus barn in Gering.
County Director of Operations Carol Prince told commissioners yesterday that architect Hewgley and Associates wanted a 10-thousand dollar change order for a compaction of soil study.

Commissioner Ken Meyer noted that the architect should have taken care of the study during the original contract.

Hewgley and Associates says it was in the contract that if the soil wasn't correct they could add extra money.

Meyer said any architect would have compacted the soil initially.

He said "it's a basic thing that happens" and that commissioners should question it.
"I'm not a big advocate on change orders," said Meyer. "I'm sorry...if we run into something as the project goes along that needs to be done...this is something that needs to happen before we even break ground."
Commissioners said the county had worked on the site to save about 15-thousand dollars to the already 875-thousand dollars project.
