Bill aimed at rehabilitating paroled inmates advances

State lawmakersadvance a piece of legislation aimed to improve overcrowding in the adultcorrectional system.

Senator Brad Ashford says the current process of treating andcorrecting inmates creates major gaps in keeping released offenders from endingback in jail.

Under his bill, a series of requirements would be in place forthe ongoing rehabilitation of criminals.

Under the bill, high risk parolees would be mandated to up tothree years of supervised release.There would also be ongoing risk and needs assessments to identifypossible traits that would lead to re–offending.

Scottsbluff Senator John Harms says this could be historiclegislation if it passes.

"This is acomplicated issue. To be honest with you, I believe this is a legacy piece oflegislation," says Harms. "And I think in time we will all look back at thecountry and will look back at Nebraska taking a leadership role."

The bill requires twomore rounds of approval before it would go to Governor Dave Heineman for finalapproval.
