Scottsbluff man who drowned at Guernsey State Park ID'd

A 21-year-old Scottsbluff man drowned Tuesday night at Lake Guernsey after jumping off a cliff, according to state park officials.

According to Wyoming State Parks public information officer Gary Schoene, 21-year-old Jeffery Rice jumped off a cliff and into the lake at Guernsey State Park. Schoene says Rice's body briefly surfaced before going back under water.

A family member says it appears that Rice's knees hit his head when he made impact with the water. When he surfaced it appeared he only had movement in one arm. 

Schoene says witnesses called for help around 6 p.m. however they were not familiar with the Guernsey area, which made it more difficult for first responders to locate them.

Approximately 20 minutes after the phone call was made, responders found the area.

According to Schoene, the search was called off Tuesday evening due to darkness. Rice’s body was recovered Wednesday morning at about 8:30 where it became evident he had succumbed.

The Platte County Sheriff's Office has not yet formally released the name of the victim, but extended family members have been notified of Rice's death.

Funeral services will be held at Gering Memorial Chapel in the coming days.
