The City of Bayard and the management company that operates Chimney Rock Villa in Bayard say they will begin to investigate claims of improper treatment and neglect of residents at the city owned health care facility.

During Bayard's City Council meeting Tuesday night, patient advocate Kirsten Ennis spoke to the council about complaints that resident Charlene Watson documented beginning in January.

She says there has been medication errors, staffing shortages, and patient neglect - including not changing underwear and waiting days for baths.

Walt Dye is a Regional Manager for Rural Health Development, and oversees 12 of the company's 23 health care facilities across Nebraska, Iowa and Wyoming. He tells KOTA Territory News, "We take all complaints and grievances seriously. As with all complaints, we will investigate this matter. This is not the care we deliver and we will get to the bottom of this and correct the problem."

Dye also says that Chimney Rock Villa Administrator Christie Martinez resigned from her position Tuesday morning- citing personal reasons. He says that she is still acting as the administrator of the facility and would not comment on when she will leave her post.

Ennis hopes that bringing these issues forward will be a catalyst to improve the care for the residents.

"I hope to see some changes in the administration here at the Villa," explains Ennis. "I hope to see employees are not afraid to speak up when they see a violation being done- without the threat of losing their job. And I would love to see the patients being treated more fairly."

Mayor John Araujo says the city will also investigate these claims.
